Leane A. Rafalko

Treasurer

Leane A. Rafalko currently holds the position of Chief Captive Analyst for the North Carolina Insurance Department, Captive Insurance Companies Division.  During her nineteen year tenure at the North Carolina Insurance Department she has held positions of Staff Examiner progressing to Examination Manager.  Leane furthered advanced to Senior Captive Insurance Specialist before attaining her present position.
 
Leane is responsible for directly assisting the Senior Deputy Commissioner in the activities related to licensing and regulating North Carolina domestic captive insurance companies.  She also supports the Senior Deputy Commissioner in marketing and promoting the North Carolina captive insurance program and the State of North Carolina as a domicile of choice for the formation of captive insurance companies.

Prior to joining the Captive Insurance Companies Division, Leane held the position of Examination Manager for the Financial Evaluations Division.  In this role she directly aided the Chief Examiner in the activities related to statutory financial examinations of the financial records of insurance companies licensed and domiciled in the State of North Carolina and in functions related to the management of personnel of the financial examination section.  She also participated in special projects assigned by the Deputy Commissioner and Chief Examiner.

Leane earned a Bachelor of Science in Accounting from the University of Scranton.  She obtained the Certified Financial Examiner professional designation in April 2010 and the Associate in Captive Insurance professional designation in October 2019.

Leane has been a member of the Society of Financial Examiners since 2007 and was elected to the Board of Governors in 2011.  She is currently serving her second term which continues onto 2021.

Prior to her employment with the North Carolina Insurance Department, Leane held a position with the Pennsylvania Insurance Department as a Staff Examiner.
